Start-Up Nation – the deadline for submitting payment/reimbursement requests is extended by 3 months

 

The Ministry of Economy, Energy and Business Environment (MEEMA) has extended by three months the period until which beneficiaries of the Start-Up Nation program can submit payment/reimbursement requests related to funding files.

According to the provisions of the Order of the Minister of Economy, Energy and Business Environment (MEEMA) no. 902/23.04.2020, payment/reimbursement requests can be submitted by September 28, 2020 at the latest.

MEEMA adopted the decision to counteract the economic effects of the prohibitions imposed by the extension of the state of emergency on the beneficiary companies of the Start-Up Nation program.

"Thus, we continue to adopt some measures to support the economy. We focus especially on protecting entrepreneurs who are beneficiaries of the programs of the Ministry of Economy. We want to restart the economy gradually and reach the level we had before. SMEs represent the engine of the business environment, being the ones that make an important contribution to the smooth running of the economy", said Virgil Popescu, Minister of Economy.

The decisions taken to limit the spread of SARS-CoV-2 may lead to the non-implementation of business plans and the blocking of the activity of the financed enterprises by not fully realizing the purchase of the cost elements approved by the financing agreement.

Also as a result of these decisions, the deadline for making the expenses and submitting the application for the release of the de minimis aid was insufficient for the relaunch of the economy.

The deadline was extended from June 28 to 28 September 2020

According to art. 6.8 paragraph (5) of the de minimis aid scheme within the Program Start-Up Nation, 2018 edition, "within a maximum of 1 year from the entry into force of the financing agreement, but no later than June 28 of the year following the signing of the financing agreement for files admitted to the budget and November 15 of the year following the signing of the financing agreement for files admitted outside the budget and which enters into financing following the release of the budget, the beneficiary is obliged to carry out the expenses and submit the documentation related to the request for payment/reimbursement at the AIMMAIPE headquarters".

Thus, by Order no. 902, the deadline was extended from June 28, 2020 to 28 September 2020, maintaining the condition of a maximum of 1 year from the entry into force of the financing agreement.

Attention: the period of the state of emergency is NOT calculated in the term of 1 year!
