The implementation process of measure DR23 – investments for the processing and marketing of agricultural products – is advancing, with a series of essential steps underway. Here are the main updated information:
• Financial allocation and project categories
The total allocated budget is 165 million euros, divided into two categories:
- Projects to establish new units – approximately 50% of the amount allocated, with a maximum financing value of 10 million euros.
- Projects for modernizations, expansions and other investments – allocated the remaining 50%, with a maximum financing value of 3 million euros.
This distribution, together with the increase in the average value of projects from 1,2 million euros to 3 million euros, was notified to the European Commission for approval.

• Scoring grids and public consultations
After approval by the European Commission, two separate scoring grids will be developed for the two sub-measures. These will be analysed in a working group and beneficiaries will be consulted to ensure that the proposals reflect the real needs of the sector. The production of bakery and flour products continues to be considered a priority sector, benefiting from a higher score.
• Publication of the applicant guide
After establishing the grids, the draft Applicant Guide will be published on the website AFIR for public consultation. After collecting comments, the measure will be submitted to the Competition Council for approval.
• Launch of the measure
The final stage involves the approval of the submission of projects through an order of the Minister of Agriculture. It is estimated that all stages will be completed in the coming months, so that the submission of projects will begin after May 2025.
The authorities remain available for further clarification and will communicate as new decisions or information emerge.
