• The Ministry of Agriculture and Rural Development (MADR) proposes an emergency support for the grain and oilseed sector of almost 305 million lei.
The Ministry of Agriculture and Rural Development posted in the Institutional Transparency section of the institution's website a project of Decision on the provision of emergency support for the cereals and oilseeds sector.
The value of the exceptional unitary support in the form of a grant is to be 2 lei/liter of diesel fuel, for the total amount of 152.458.321,08 liters of diesel fuel corresponding to corn, barley, rapeseed and sunflower crops.
The beneficiaries of the emergency support are the agricultural producers, regardless of the form of organization, who submitted a single payment request in 2022, for a determined area of at least 1 ha within the transitional national aid 1, for one or more of the corn crops , barley, rapeseed, sunflower and who submitted in 2023 a request for payment for interventions in the vegetable sector, until the submission deadline.
Difficult year for Romanian farmers
Minister Florin Beard declare: "I thought of this emergency support for Romanian farmers in the vegetable sector, who had an extremely difficult year. Thus, farmers will receive financial support for 50% of diesel consumption in 2022. The support is granted to beneficiaries for the areas related to the single payment request per area submitted in 2022 for a minimum of 1 ha with one or more of the corn crops, barley, rapeseed, sunflower".
The institution's press release states that the total financial resources for this support scheme are 304.916.642,16 lei, of which 147.118.905 lei EAGF and 157.797.737,16 lei from the state budget.
The support is granted under Commission Implementing Regulation (EU) 2023/1343 of 30 June 2023 and is intended to compensate agricultural producers in the plant sector for economic losses caused by increased imports of cereals and oilseeds from Ukraine.
The authority responsible for the implementation of emergency support is the Payments and Intervention Agency for Agriculture, both through the central apparatus and through its territorial structures. The payment of this support is to be made by December 31, 2023.
The emergency support provided for in this normative act is in addition to the state aid continued by MADR - the program for the reimbursement of excise duty on diesel used in agriculture - through which farmers have already received, for the year 2022, 1.63 lei/liter of diesel used in agriculture .
