Small and medium-sized enterprises (SMEs) can apply for emergency certificates (CSUs) again. The measure was regulated to support companies whose activity was affected in the context of the COVID-19 coronavirus pandemic and who failed to obtain CSU by June 15 (the previous deadline). The application can be submitted online, until September 15, 2020. The documents are necessary to obtain European funds for working capital.
The application for emergency situation certificates is made exclusively online, through the platform csu.prevenire.gov.ro. Certificates will be issued automatically, electronically, after the system validates the request.
Emergency situation certificates are issued in two forms:
● TYPE 1 (BLUE) - for the total or partial interruption of the activity, as a result of the effects of the decisions issued by the competent public authorities, according to the law, during the decreed state of emergency
● TYPE 2 (YELLOW) - for the registration of a decrease in receipts or income in March, or April, or May, 2020 with a percentage of at least 25% compared to the average receipts or income from January - February 2020.
CSU certificates are necessary for companies that want to obtain grants for working capital of 2.000-150.000 euros in areas affected by the COVID-19 crisis (restaurants, hotels, cafes, etc.). The value of the amount received is calculated according to the turnover of 2019. The estimated number of beneficiaries is a maximum of 65.000.
The measure to extend the period for requesting CSU certificates was regulated by an order of the Ministry of Economy, published on August 12 in the Official Gazette.
