• The measures to compensate for the economic damage caused by the Ukrainian war will be extended for the year 2023 as well.
Following discussions held by the management of ROMPAN with Minister of Agriculture and Rural Development, Petre Daea, and with Marcel Boloș, Minister of Investments and European Projects it was determined that the measures addressed to the food industry, aimed at compensating the economic damage caused by the war in Ukraine, will be extended by the European Commission for the year 2O23.

In addition, the funds will be supplemented by approximately 50%, and projects can be submitted for thermal rehabilitation, equipment replacement and for alternative energy sources (both state aid and de minimis schemes) now provided for in OUG 112 / 2022 regarding the establishment of measures to stimulate investments with financing from external non-refundable funds in the field of energy efficiency, renewable energy resources for large, medium and small enterprises, green energy from renewable sources intended for local public authorities, as well as some measures in the field of intelligent specialization.
Projects can also be submitted regarding the refurbishment of units, projects that are currently submitted according to the provisions OUG 113 / 2022 regarding some measures necessary for the implementation of the European Aid Fund intended for the most disadvantaged people, the settlement of some expenses regarding the support of refugees from Ukraine, as well as the awarding of grants from non-refundable external funds for investments intended for the retechnology of SMEs.
Facilities for the purchase of raw materials

New project submission sessions are about to be launched with additional funding sources. At the same time, BREAKING received the assurance that the Emergency Ordinance by which it is instituted a premium for the purchase of wheat, corn and sunflowers for the establishment of stocks necessary for processing will be approved in October 2022, having already obtained the approvals from the Ministry of Finance.
Settlement of the premium from the amount of money with which the quantities of raw materials were purchased between August 15 and until November 01, 2022 will be settled from the 2022 budget until the end of the current year. BREAKING intends to push for the acquisition and settlement period to be extended to November 30, 2022.
The provisions of the Ordinance will also extend to raw materials purchased until the end of June 2023, with the mention that the premium allocated for the purchase of wheat, corn and sunflower quantities from December 2022 to June 2023 will be settled from the 2023 budget.
Subsidized credits can still be accessed both for investments and for current activity in accordance with the provisions of GEO 99/2022 regarding the approval of the IMM INVEST PLUS state aid scheme and its components – IMM INVEST ROMANIA, AGRO IMM INVEST, IMM PROD, GUARANTEE CONSTRUCT, INNOVATION and RURAL INVEST.
It is important to mention that, starting in 2023, those who will submit projects will no longer have restrictions regarding accessing funds in recent years, this provision being completely excluded.
Other important projects are in the works
At the Parliament, during this period, two important projects are in the works, namely:
- Approval and completion GEO 119 from September 1, 2022 for modification and completion Government emergency ordinance no. 27/2022 regarding the measures applicable to final customers in the electricity and natural gas market in the period April 1, 2022- March 31, 2023, as well as for the modification and completion of some normative acts in the field of energy.
– Modification LAW no. 135 of May 13, 2022 for the change and completion of some normative acts regarding wages in the food industry and agriculture by introducing new CAEN codes.
