Under these conditions, ships transporting grain from Ukraine no longer benefit from insurance policies, he reports Reuters. Insurers are reluctant to take out policies to insure goods transiting the now uncertain area with the suspension of the agreement. The Kremlin claims at the same time that ships crossing the Black Sea without its security guarantees would be in danger.
Ukrainian President Volodymyr Zelenskiy said the agreement to transport grain on the Black Sea could continue without Russia's participation, and Ukraine was working on options to keep its food supply commitments.
Thus, in an official letter dated 19.07.2023 from Kyiv, sent to the UN agency for maritime transport, the International Maritime Organization, and quoted by Reuters, Ukraine declares that it has decided to establish a temporary route for the transport of its grain. This temporary shipping route, in order to maintain grain shipments on the Black Sea, is to pass through Romania's territorial waters.
"The goal is to facilitate the unblocking of international navigation in the northwestern part of the Black Sea", it is also stated in the letter signed by the Ukrainian Minister of Infrastructure Development, Vasyl Shkurakov. The letter specifies that the additional traffic route it establishes leads to the territorial waters and the exclusive maritime economic zone of Romania.
In a broadcast on a Ukrainian national television station, Vasil Bodnar, Ukraine's ambassador to Ankara, said on Wednesday that Ukraine is considering the possibility of creating a grain corridor through the territorial waters of Romania and Bulgaria.
