• START-UP NATION is the program for stimulating the establishment of small and medium-sized enterprises.
Ministry of Entrepreneurship and Tourism publishes, on June 24, 2022, the final implementation procedure of the START-UP NATION program.
"The Start-Up Nation program is one of the most anticipated measures managed by the Ministry of Entrepreneurship and Tourism! I trust that, together with STS (Special Telecommunications Service), we will be able to announce the official opening as soon as possible. Until then, entrepreneurs wishing to apply for this year's edition can prepare their funding applications ahead of time, based on the documents published today. At the same time, we thank the representatives of the business environment, who contributed significantly to their finalization", declared the Minister of Entrepreneurship and Tourism, Constantin-Daniel Cadariu.

Through the program START-UP NATION ROMANIA, entrepreneurs can benefit from grants for newly established companies, under the conditions stipulated in the implementation procedure.
Conditions of eligibility
Applications will be funded in descending order of points obtained, under the following conditions:
For applicants who undertake creating and maintaining a single job through the program: Non-Reimbursable Financial Allowance (AFN) – maximum 100.000 lei/beneficiary, an amount that can represent a maximum of 95% of the value of eligible expenses (including VAT for non-paying companies) related to the project;
For applicants who undertake creation and maintenance of two jobs through the program: Non-Reimbursable Financial Allowance (AFN) – maximum 200.000 lei/beneficiary, an amount that can represent a maximum of 95% of the value of eligible expenses (including VAT for non-paying companies) related to the project.
Registration of projects, in order to obtain financing, will be carried out exclusively online on the government platform. The launch date will be communicated on the institution's website at least 3 days before the start of the actual registration process. The application will remain open for 30 days, with the possibility of extending the term until the budget is exhausted.

In the period 2022-2027, it is estimated that aid will be granted in the total amount of 11.000.000.000 lei. For the current year, the budget allocated to the de minimis scheme, approved by Law no. 317/2021, is 520.031.000 lei, of which 500.000.000 lei for Pillar I Start-up Nation Romania and 20.031.000 lei for Pillar II Start-up Nation Diaspora.
Applicants will not be able to enroll in both pillars of the program. A number of 50.000 beneficiaries are estimated for Pillar I Start-up Nation Romania and 5.000 for Pillar II – Start-up Nation Diaspora.
The scheme is valid until 31 December 2027 and payments will be made until 31 December 2028.
