• INVESTALIM will be run by the Ministry of Agriculture and Rural Development, through the Agency for Financing Rural Investments (AFIR). The maximum budget of the INVESTALIM Program for the period 2023 – 2026 is approximately 600 million euros (590 million euros), respectively the equivalent of approximately 148 million euros annually (147,5 million euros).
The Ministry of Agriculture and Rural Development, through the Rural Investment Financing Agency, has published the conditions for accessing the funds available for processors regarding the financing granted through The national program for the development and support of the INVESTALIM food industry. The application submission period is 27.10-27.11.2023.
"We entered the straight line with this extremely important program for Romanian production and here it is we will launch on October 27th the first project submission session. It is a measure designed to increase the country's food security and support Romanian farmers. The total budget of the Investalim program is 590 million euros for the period 2023-2026. That means approximately 148 million euros, annually. Through this scheme, processing units will be established and modernized in the food industry sector", said the minister Florin Beard.

Applicant Guide
Applicant Guide and its related annexes can be found on the Agency's official website, www.afir.ro, in the page dedicated to the state aid scheme – https://www.afir.ro/domenii-de-interventie/detalii-si-anexe-investalim/. Based on these documents, the potential beneficiaries can start preparing the necessary documentation for applicants to access the INVESTALIM funds.
Applications for funding approval will be able to be submitted by potential beneficiaries starting on October 27, 2023, at 08:30.
The submission and registration of requests for approval for financing is carried out within 30 calendar days, respectively between October 27, 2023, 08:30 a.m. and November 27, 2023, 16:30 p.m.
The national program for the development and support of the INVESTALIM food industry is implemented in the period 2023-2026 through the INVESTALIM State Aid Scheme.
Eligible beneficiaries for this type of support can be newly established enterprises or enterprises in activity, both SMEs and large enterprises, established according to Law no. 31/1990 on commercial companies, republished, with subsequent amendments and additions.
Intensity of support GRANT has values between 30 - 70%, and the level of aid that an enterprise can benefit from can reach a total maximum of 57.750.000 euros.
Eligible activities for which funding is granted through the state aid scheme WE INVEST are: processing and preserving meat, processing and preserving poultry, manufacturing meat products (including poultry), processing and preserving fish, crustaceans and molluscs, processing and preserving potatoes, manufacturing fruit and vegetable juices, processing and preserving fruits and vegetables, oil and fat manufacturing, dairy and cheese manufacturing, milling, bread, cake and fresh pastry manufacturing, as well as sugar manufacturing.
